Fiscal Year 2004 Comprehensive Annual Financial ReportThe Comprehensive Annual Financial Report is presented in three sections: Introductory, Financial and Statistical. The Introductory Section includes a transmittal letter, the Authority’s organizational chart, a list of principal officials and a description of the Authority’s operating divisions. The Financial Section includes the independent auditors report and general purpose financial statements. The management’s discussion and analysis included in the financial section provides an overview of the Authority’s financial activities and should be read in conjunction with the financial statements. The Statistical Section includes selected financial and demographic information. Major InitiativesFor the year. The Authority continues to pursue planning for meeting future upper basin water needs and plays a major part in the regional water planning process. In the Spring of 2003, the Authority submitted a permit application to the Texas Commission on Environmental Quality for 293, 300 acre-feet of unappropriated Toledo Bend water rights. The permit is currently administratively complete. The Authority continues working on an Interlocal agreement with the city of Dallas, Tarrant Regional Water District and North Texas Municipal Water District to study the feasibility of a pipeline to transport Toledo Bend water to the upper Sabine River Basin and adjacent areas. Ongoing studies of instream flows and bays and estuary needs are being performed to establish data to verify the Authority’s management of ecological requirements in the Basin. To Read More
